The Medicaid Waiver for the Elderly and Disabled (E&D Waiver) Program is designed to provide services to seniors and persons with disabilities whose needs would otherwise require them to live in a nursing home. Our goal is for clients to retain their independence by providing services that allow them to live safely in their own homes for as long as it is appropriate.
Case managers work with clients to develop a care-based plan according to the clients’ medical needs. Depending upon their plan of care, individuals in this program may receive personal care, homemaker, respite, adult day care, companion services, or home-delivered frozen meals.
During the FY 2012 year the entire E&D Waiver program was transferred to ADSS, half of which had
previously been administered by the Alabama Department of Public Health. The transition was conducted one region at a time and took several months to complete. The number of clients that ADSS can serve through the E&D Waiver program increased from 4,780 to 9,205.
In FY 2012 there were 7,394 clients on the E&D Waiver program.
E&D Waiver costs the state approximately 14.5% of what institutional care would cost for the same
number of clients. For example, the average monthly cost per client in FY 2012 was $5,437 per client
in an institutional setting compared to $787 per E&D Waiver client.
Had the 7,394 E&D Waiver clients been in an institution in FY 2012, it would have cost approximately $412.6 million more than it cost for the same clients to be served by the E&D Waiver program – $129.5
million of which would have been state funding.
